EPS puede contener grafos vectoriales y raster. Javi explica en su blog 2 métodos para convertir ficheros EPS a SVG, usando ambos previamente pstoedit.

El Método 1 está basado en el script eps2svg de Justus Piater's, hace uso de la librería java batik.

El Método 2 está basado en pdf2svg de David Barton, requiere las librerías Cairo y Poppler.

Al parecer los siguientes paquetes no están en los repositorios de mi sources list (Kubuntu 9.10)

Debe estar dentro de lo que ubuntu llama repos RESTRICTED y debe andar por java 6
sudo apt-get install ubuntu-restricted-extras

Si, en efecto, allí están y es java 6 . Ya los tenía instalados.
